Learn everything you need to know about the changes/updates to NJ's stormwater regulations that will become effective in Spring 2021!

Managing stormwater runoff is becoming more complex every day. In order to comply with New Jersey's highly comprehensive stormwater management rules (or the rules established in any other state), all types of professionals from engineers to project reviewers, developers and environmental planners need to acquire broader knowledge and new skills.

This online course, led by Joseph Skupien (an expert with more than 25 years of NJ stormwater experience), is designed to address these needs by presenting the most pertinent and up-to-date information on the scientific and regulatory aspects of stormwater management.

Specific topics covered in this stormwater management course include:

  • An overview of New Jersey's Stormwater Management Rules, including groundwater recharge and stormwater quality requirements;
  • The evaluation, selection and design of appropriate stormwater management practices and facilities;
  • The design of groundwater recharge facilities using the NJDEP's Groundwater Recharge Spreadsheet;
  • Methodologies to address the NJDEP's stormwater quality requirements;
  • Computation of runoff volumes, rates, and hydrography using National Resources Conservation Service (NRCS) methodologies, including TR-55;
  • How to incorporate maintenance, safety, and aesthetic considerations into facility design;
  • The design and evaluation of nonstructural stormwater measures using New Jersey's Nonstructural Points System (NSPS).

Although there is an emphasis on NJ's stormwater rules -- some of the most comprehensive in the nation -- attendees from any state will learn to better manage stormwater in their hometown. This stormwater management training will help you no matter where you live and work!

Joseph Skupien, Stormwater Management for Engineers Course InstructorJoseph J. Skupien, PE, PP, is the president of Storm Water Management Consulting, LLC and one of New Jersey's foremost experts in stormwater and floodplain management, flood control, dam safety, and regulatory compliance. During his career, he has participated in the design and construction of hundreds of stormwater facilities. In addition, Joe regularly teaches stormwater and floodplain management programs for state and local government agencies. Course attendees benefit from his theoretical knowledge, real-world experience, and excellent teaching skills.

In addition to 1.8 Rutgers CEUs, this stormwater management course has been approved for the following types of credits:

NJ Licensed Wastewater Operators ONLY: 18 TCHs (Approval #01-031801-20)

NJ Professional Engineers: 18 Continuing Professional Competency (CPC) credits

NJ Certified Public Works Managers (CPWM): 5 Technical, 5 Management, 5 Government

NJ Health Officers and Registered Environmental Health Specialists: Rutgers University, NJAES, Office of Continuing Professional Education has been approved by the New Jersey Department of Health as a provider of NJ Public Health Continuing Education Contact Hours (CEs). Participants who complete this education program will be awarded 18.0 NJ Public Health Continuing Education Contact Hours (CEs).

NY Professional Engineers: 14 PDH units

NOTE: You must fill out the survey requesting continuing education credits immediately following the end of the class. If you do not complete the survey - or do not fully complete it - you will NOT receive any credits.

This online course will be delivered via Rutgers' Canvas learning management system. The equipment you will need is a computer (desktop or labtop). Each registrant will be asked provide a photo of him/herself holding their government-issued photo ID. This is required by credit boards so that you may receive credits for participating in this online course.
