Description

This course aims to close the "gap" that falls between the codes that the municipal inspectors follow and the rules that NJDEP enforces. Each operates independent of one another, but ultimately decisions made by the local municipal inspectors can have ramifications for homeowners and Unregulated Heating Oil Tank (UHOT) Contractors when NJDEP takes over. The goal of this training program is to allow for greater transparency, communication, education, and outreach between municipal inspectors and the NJDEP.

Meet Your Instructors

Chris started his environmental career teaching environmental education to K-12 students in Pennsylvania after graduating college. He joined the NJDEP in 1986 and worked there until his retirement in December 2020. Most of his career has been field related: Emergency Response, Field Investigations, Historic Pesticides (HAP), and UHOT program. Prior to his retirement, he was the Co-Chair of the Historically Applied Pesticide Guidance Document committee and help write the Unregulated Heating Oil Tank System Remediation Rules N.J.A.C. 7:26F. His expertise is with field investigations, environmental cleanups, and the Unregulated Heating Oil Tank System (UHOT) program and rules.

Ms. Van de Zilver holds a Bachelor of Science Degree in Environmental Policy from Cook College, Rutgers University. She has been working in the environmental industry for over 20 years, 17 of which have been with the NJDEP in the Bureau of Field Operations - Southern Section. During her tenure at DEP, Ms. Van de Zilver served as the Co-Chair of the In Situ Remediation: Design Considerations and Performance Monitoring Technical Guidance Committee and currently serves as the Site Remediation and Waste Management Program's contact for questions related to On Scene Coordinator (OSC) Permit approvals for Emergency Discharges to Surface Water. Her duties include Supervision of the Southern Field Office Staff, field inspections/audits of Licensed Site Remediation Professionals (LSRP), child care facilities, engineering controls associated with Soils Remedial Action Permits (RAP), issuance of OSC Permits, and management of Unregulated Heating Oil Tank (UHOT) sites. Ms. Van de Zilver also reviews UHOT submittals and issues NFAs for UHOT sites. Ms. Van de Zilver is also a Certified Public Manager (CPM) and recently completed her course of study through Rutgers School of Public Affairs and Administration.

Equipment Needed to Access this Training:

  • Microphone is not necessary (all students will be muted on entry; you can use the "chat function" to type your questions and interact with the instructor)
  • Webcam is optional but not necessary
  • Speaker is optional but not necessary (you will be able to listen to the presentation by dialing in on your phone if your computer does not have a speaker)

Each registrant will be asked provide a photo of him/herself holding their government-issued photo ID. This is required by credit boards so that you may receive credits for participating in this online course.

  • You will receive a reminder email prior to the start of the class with further instructions. Wait to receive these instructions before you attempt to upload your ID.
