Description

The NJ Department of Environmental Protection (NJDEP) oversees implementation of the Discharges of Petroleum and Other Hazardous Substances (DPHS) rules (N.J.A.C. 7:1E et seq.) that impact major facilities throughout the state. As part of these regulations, major facilities are required to prepare, submit and update Discharge Prevention Containment and Countermeasure (DPCC) plans and Discharge Cleanup and Removal (DCR) plans with the NJDEP.

This online workshop will provide guidance on preparing updates to current DPCC and DCR plans, steps to ensure compliance with the plans and NJDEP rules and a discussion of the federal Spill Prevention, Control and Countermeasure (SPCC) "sister" program, and how discharges will be addressed under the Remediation of Contaminated Sites Rule.

Brent O'Dell, Discharge Prevention Course InstructorBrent O'Dell, P.E., BCEE

A diplomat in the specialty of Hazardous Waste Management with the American Academy of Environmental Engineers, our instructor Brent O'Dell brings 30+ years in experience of environmental consulting to the classroom. Throughout his career, he has served as certifying Engineer on hundreds on SPCC and DPCC plans throughout NJ, as well as NY, PA, and MD. He serves as Principal Engineering in Wood's Trenton, NJ office and specializes in environmental compliance and site remediation. For the last 15+ years he has lived in Montgomery, NJ with his wife and two children.

Continuing Education Credits

The September 30 - October 1, 2020 offering of this course was approved for the following credits. We will reapply for similar credits the next time the course runs, but we cannot guarantee credit approval for future offerings.

Accessing this Online Course

This online course will be delivered via Webex.

The day before the course begins (September 29, 2020), you will receive an email with a link to access the course. You will also receive a document with tips on how to use Webex. On September 30, 2020, please log in to Webex at 8:45am EDT for a brief overview of the online course format. The course will start promptly at 9:00am EDT.

Please note that you will be prompted to upload a picture of yourself holding your government-issued photo ID before you begin the course. The photo must be clear enough that we can read the name and verify that the person pictured on the ID is in fact the person holding it. An OCPE staff member will review the picture and verify your identity. You will receive a reminder email prior to the start of the class with further instructions.

Equipment you will need to access this training:

  • A computer, tablet, or smartphone
  • Microphone is not necessary (all students will be muted on entry; you can use the "chat function" to type your questions and interact with the instructor)
  • Webcam is optional but not necessary
  • Speaker is optional but not necessary (you will be able to listen to the presentation by dialing in on your phone if your computer does not have a speaker)
