Course Overview
The NJ Department of Environmental Protection (NJDEP) oversees implementation of the Discharges of Petroleum and Other Hazardous Substances (DPHS) rules (N.J.A.C. 7:1E et seq.) that impact major facilities throughout the state. As part of these regulations, major facilities are required to prepare, submit, and update Discharge Prevention Containment and Countermeasure (DPCC) plans and Discharge Cleanup and Removal (DCR) plans with the NJDEP. These rules were recently revised and published in the New Jersey Register: June 16, 2025. Changes to the rules will be reviewed and highlighted.
This workshop will provide guidance on preparing updates to current DPCC and DCR plans, steps to ensure compliance with the plans and NJDEP rules and a discussion of the federal Spill Prevention, Control and Countermeasure (SPCC) “sister” program, and how discharges will be addressed under the Remediation of Contaminated Sites Rule.

Brent O’Dell, AKRF

Brent is based in Princeton and leads environmental site assessment and remediation projects for public and private clients. He specializes in site assessment and remedial design, construction implementation, and project and program management and has worked in New Jersey, New York, Pennsylvania, and Maryland for a wide range of clients.
Brent has served as Engineer-of-Record for projects including the remediation of a broad range of contaminants including volatile organic compounds, semi-VOCs, chlorinated organic compounds, polychlorinated bi-phenols, petroleum related compounds, and Manufactured Gas Plant residues and metals including hexavalent chrome, lead, and arsenic.
